核算17日暂定，经初步核算，2021年必将祖父母人口下降1062500人，人口下降祖父母率为7.52‰；。这一十六进制低于2020年的1200500人和2019年的1465500人，而2021年末全市人口下降比上年末大部分上升48500人，人口下降纯净上升率为0.34‰。核算局长宁吉喆表示，未来一段时期，必将人口下降总和将保持在14亿人以上。

核算人口下降和就业统计司司长王萍萍解读图表表示，人口下降上升持续放缓是由于祖父母人口下降在此期间下降，主要受两方面考量冲击：一是育龄青年人总人数持续下降；二是分娩水平在此期间下降。受分娩名曰念彻底改变、初婚初育岁数推迟等多方面的冲击，2021年育龄青年人总和分娩率在此期间下降。

由于必将发生率整体瞬时不大，2008年以来以前都维持在7‰-7.5‰数。因此，人口下降“零上升”很明显是由祖父母人口下降下降导致的。人口下降研究者指出，从目前来看，尚能看不到祖父母人口下降为数持续降低这一势头的减缓或消失。

0.34‰的纯净上升率，意味着2022年人口下降“零上升”仍然逼近，这比之后人口下降学界的预测要提前好几年。研究者认为，促进人们的分娩意愿，无需“从一孩开始”。应以在整个名曰念水资源的相应方面向家庭倾斜，对于有怀孕需求的女性进一步教书、返回职场等，也无需一系列促进措施。
